碳中和目标下中国碳减排路径及建议

    摘 要:为有序实施碳减排以确保碳中和目标如期实现,分析了碳排放结构以及碳减排对经济发展、能源结构调整、能源安全性和经济性等方面的影响,认清碳排放现状和实现碳中和面临的挑战。为量化评估碳减排总体效果,结合发展趋势和政策导向,从能源和经济转型角度提出能源利用总效率、非化石能源在一次能源消费中比重等 6 个碳减排宏观指标,定量分析了未来的变化趋势,并结合碳排放特点和碳减排过程可能面临的困难,以实现碳减排宏观指标为目标,提出加快清洁能源开发利用、推动化石能源转型等 8 项碳减排路径及建议。

China's Carbon Emission Reduction Paths and Suggestions
Under the Carbon Neutrality Target

    Abstract: This paper analyzed the carbon emission structure and the impact of carbon emission reduction from different aspects, such as economic development, energy structure adjustment, energy security, and economy. In addition, it recognized the current situation of carbon emissions and the challenges of achieving carbon neutrality.This study combined the development trend and policy orientation to propose six macro indexes of carbon emission reduction from the economy and energy transition perspective. These indexes included energy utilization efficiency, the proportion of non-fossil energy in primary energy consumption, etc. The indexes could help to quantify the overall effect of carbon reduction. Moreover, it is quantitatively analyzed the variation trend of the future.Besides, this paper combined the characteristics of carbon emissions and the difficulties of carbon emission reduction to propose eight carbon emission reduction paths and suggestions, including accelerating the development and utilization of clean energy and promoting the transformation of fossil energy. These suggestions could help to achieve the macro target of carbon emission reduction.
