电力调度事故预案“无缝化”管理在宁波电网的实施

摘 要：阐述了完善的电力调度事故预案管理制度对应对电网突发事件的重要性。介绍了事故预案的分类、流程规范、“沙盘”演练、执行终结评估等各个环节的做法。实现了电网事故预案管理的全流程覆盖，真正做到了预案“无缝化”管理的目标。通过实际应用举例，证明了预案“无缝化”管理可以显著提高调度处理事故的能力，从而提升电网安全运行管理水平。

Implementation of “Seamless” Management of Power Dispatching Accident Plan in Ningbo Power Grid

Abstract: This paper expounded the importance of management system of perfect electric power dispatching accident plan dealing with the emergencies of power grid. Introduction was made to the classification of accident plan, process specifications, "sand table" drills, final evaluation of execution etc each link of practice. The accident plan management of power grid covered the whole process, realizing the goal of plan "seamless" management truly. The example of practical application proves that the plan "seamless" management can significantly improve the capability of dealing with accidents, so as to enhance the level of operation management of the power grid safely.
